Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: positive announcements are released from various governments. Immense energy is devoted on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track rocket firings from enemy soil, a capacity enabled by up-to-date information. From witness perspectives, defense planes that had been deployed to counter approaching aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense thundered: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, probably supplied through Western nations. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly transforms into sober acceptance: maybe the approaching threat won't strike its target this time, sparing the city from ruin and further power outages.
Persistent Threats
Soon after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Sadly, the bullets missed the hostile drone – it continued its flight toward its target.
Periodically, this persisted until dawn. Kyiv faced the morning news: seven people killed, destruction and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's vital need on Western support – a need that neighboring countries are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The comprehensive proposal from Washington provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, no doubt, endure.
Political Considerations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a premise well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is impossible to compel Moscow to relinquish the territory that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does nothing to deter Moscow, through words or deeds, from believing that the status quo will not change more in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a complete military breakdown until situations evolve in its favour.
Current Realities
Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not move to internal issues. And although their mission will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
